The Independent Qualification Commission has launched an investigation into two Tirana prosecutors who have investigated the “Babale” case, Kole Hysenaj and Genc Qana. The two prosecutors are part of a shortened list of 36 justice system officials who will move on to the triple Wing filter – wealth, personal integrity and professional skills.
Prosecutors Qana and Hysenaj result in huge assets, consisting of land, apartments, most of which come from salary income, but also gifts of tens of thousands of euros.
Boldnews.al has previously reported on the assets of prosecutor Genc Qana, who was appointed deputy chief of the Tirana Prosecutor’s Office as soon as he took over the investigation of the “Babale” case.
According to property statements published on the spending portal “spendingdata.al”, prosecutor Genc Qana turns out to be the owner of three apartments, one of which states that his father-in-law donated it. The value of this gift is estimated at about 100 thousand euros.
Also, prosecutor Qana turns out to be the owner of 5 vehicles. Always referring to asset declarations submitted by him to the High Inspectorate of Declaration and Audit of Assets and Conflicts of Interest (HIDAAI), he purchased the vehicles in different years and did not record selling any of them.
His colleague in the “Babale” case, Kole Hysenaj, also results in an exaggerated fortune. But unlike Qana, prosecutor Hysenaj did not receive any “gifts”. He has expanded his fortune from salary income, as well as profits from a small shop, with 7-8 tables, with the Tirana Prosecutor’s Office.
Prosecutor Kole Hysenaj has started his family life with a house bought in 2001 worth 2 million new leks. He borrowed most of the amount paid to his family, about 1.5 million new leks.
But today, according to property declarations, he turns out to be the owner of a 1,000 m2 plot of land in Mullet, which he notes has bought him 390,000 new lek in 2008.
Also, while he was the head of the Korca Prosecutor’s Office (in 2016-2017, he procured Hysenaj invests about 130 thousand euros in real estate in the city center south-east.
The main source of his wealth is the income from salaries, as well as the profits from the “small business”, the premises of about 30 m2.
Prosecutor Kole Hysenaj was one of the 100 officials on the “black list” of Prime Minister Edi Rama in the summer of 2017. In that list, the prime minister published the names of officials for whom he had received reports of involvement in corrupt practices.
Like his colleague Genc Qana, prosecutor Kole Hysenaj was promoted to office as soon as he received the investigation of the “Babale” case. By a simple prosecutor in Tirana, Kole Hysenaj was appointed head of the Anti-trafficking Section at the institution.
In October 2018, Genc Qana and Kole Hysenaj were charged with investigating persons accused of “false reporting” against Agron (Geron) Xhafaj, brother of former Interior Minister Fatmir Xhafaj, suspected of continuing to carry narcotics trafficking.
At the conclusion of superficial investigations, Hysenaj and Qana decided to take the denunciators, namely the newly-resigned opposition MP Ervin Salianji, journalist Jetmir Olldashi and denouncer Albert Veliu.
The two prosecutors did not investigate any allegations of Agron (Geron) Xhafaj’s involvement in narcotics trafficking.
