An overly sophisticated pecking device has been installed for more than a month at the offices of the General Directorate, alarming security institutions.
The device does not appear recorded in any official records or other documents of security institutions.
Officially, police say this equipment is used for training purposes by state police.
The story that is in the scandal limits has started about a month ago when Albanian intelligence institutions have become aware of information that Albanian police use an unrecorded and unauthorized tapping device by the Attorney General.
The information has been sent to the President of the Republic and to the Attorney General, who is learned that he has been set up to verify his authenticity.
If the intelligence information that this device is used to carry out illegal wiretapping will prove true, then this may be a scandal far more than the one allegedly happened with the tapping devices of the Ministry of Defense Years ago.
MAPO contacted the Prosecutor General’s Office, but sources near it said that the prosecution could not make any comment on the matter.
The MAPO also formally contacted the State Police and received the response that there is no such eavesdropping device in the General Directorate of Police.
But despite these institutional attitudes, everything has been confirmed by police officials who claim that the equipment is used for training purposes, although illegal wiretapping can be carried out, as the police itself does not have the tagri to be intercepted without the prior approval of the prosecutor .
According to sources, it is learned that the device that serves for the detection of the searched persons was given to the Albanian police by the Italian counterparts.
In the framework of assistance and cooperation between the two police, the Italian counterparts have donated to the Albanian police an extremely sophisticated interceptor device.
It was entered without being registered at customs and was installed at the police headquarters, where it is said to be used for the purpose of training agents and police officers.
But despite this attitude of the police directors is the fact that for this device there is no knowledge of any of the institutions and heads of National Security, as it does not result recorded nowhere.
Likewise, the General Prosecutor, who is the only authority that may authorize the commission of the interception, has not been informed of its existence.
But sources confirm not only its presence and installation at central police offices, but also the fact that this device is among the most sophisticated and can be used for any type of telephone interception.
Meanwhile, it is learned that this unauthorized tapping device was installed in the police premises, almost at the same time as the submission of changes to the law of interception that the Interior Ministry submitted to the Albanian Parliament.
Based on this draft law, the Interior Ministry intends to force mobile companies to make their data available to police officers.
Under the current law, this right belongs only to the prosecution. According to the law on interception or the Code of Criminal Procedure, it is foreseen to perform two types of interception.
Preventive interceptions carried out by the State Intelligence Service after obtaining approval from the Attorney General, motivating the reason for the interception.
And the second category is the procedural interception that is authorized by the prosecutor for criminal proceedings registered in the prosecutor’s office.
