Vlora and Shkodra are the most vulnerable crime cities in Albania, according to citizens’ perceptions in an OSCE-backed study.
37% of citizens surveyed estimated that Vlora police were unsuccessful in preventing crime, while 33.63% said they failed to apprehend the perpetrators.
9.45% of those questioned claim to have been stolen in the last 12 months, while the same number of Vlora citizens admitted to being physically threatened, but the majority did not report it to the police.
Vlora has been at the forefront of the most problematic criminal circles for years. In 10 months, Vlora has been rocked by murders and assassinations.
Some of these events are left without authors, as are other sensational events over the years.
Even for 2018, Vlora was the highest crime city in the country with 57,000 cases reported to the Prosecutor’s Office.
Then there is Shkodra, which in recent years has been rocked by a series of murders, even these, just like in Vlora, left without perpetrators in most of them.
