The Municipality of Tirana pays twice for the maintenance of office equipment. Though dozens of employees are employed, the institution led by ErionVeliaj has opened a tender to maintain office equipment. With 80 million Lek old, the municipality wants to maintain computer equipment, and it is learned that the municipality itself has employed some IT experts who have the task of precisely maintaining these devices.
In addition to raising taxes or services in the capital, the citizens of Tirana will pay twice for the luxury of city officials who continue to have a “white check” to spend.
Bold News has secured the tender documents of the Municipality of Tirana. According to them, the fund limit for this tender is 7,995,408 ALL and the source of funding is the revenues of the Municipality of Tirana, made available by the Municipality of Tirana for 2016, approved by VKB no. 58, dated 30.12.2015 “On the approval of the mid-term budget program 2016 – 2018 and the detailed budget of the Municipality of Tirana for 2016”. The scope of the contract is “maintenance of office equipment for the Municipality of Tirana for 2016”. Execution deadlines, from the date of conclusion of the contract until 31 December 2016, upon the request of the Contracting Authority.
According to the documents, the office equipment used by the Tirana Municipality and the subordinate structures are located in different buildings distributed throughout the city territory, therefore the economic operator should provide service at the place where the equipment is located or transport at its own expense the relevant laboratory in case the service can not be realized in the country. Also the economic operator must repair and return the equipment according to the requirements of the Contracting Authority.
Computer devices are brands, models and different production years. The estimate provides for: identified defects, the possibility of defect during the period from the date of signing the contract until 31 December 2016 and other services necessary for their functioning.
Payments for services to be performed by the winning economic operator in the Municipality of Tirana will be made only on the basis of the budget and tax invoice, according to the verbal process drafted by the Contracting Authority’s commission.
The spare parts are new technically and packaged, offering service to be according to EU standards. The company, said in these documents, must submit on the offer the terms of support and contacts for technical assistance, which should be 7 days a week. The maximum time to solve the problem, which does not take into account the cases of force majeure, should not be more than 1 working day. For each computer device to be repaired, the economic operator must ensure its maintenance and good functioning for a full year.
