On the day of the arrest, Elvis Rroshi, the head of the Municipality of Kavaja, has quickly signed a tender. It is about supervising the works for the construction of a road in Kavaja called the stream of Leshniqes, with a length of 2.9 kilometers. This road will cost 3 million USD to the pockets of Albanians.
Boldne.al published the documents of this tender on 26 April, where the high value of the investment made us wonder. One kilometer of the road will be built at a stratospheric price, while still more suspicious remains the hopes of the head of the Municipality of Kavaja to do this work, claiming that “In the River of Leshnik was the battle of Durrachium …”.
Boldneës.al has provided other documents for this route, where Rroshit did not have enough to make a major tender, but submitted a request for bidding to the Public Procurement Agency. According to a simple survey, on June 15, Municipality of Kavaja has sent to the PPA the procurement for “supervision of works with Rehabilitation Facility for Kavajë Leshniqe”. On this date, Rroshi has been in jail, while there is no evidence of whether he has signed these documents in the cell, or earlier.
According to this tender, Rroshi has awarded full 21 million Lek for the firm that will gain the right to oversee this route, which, from Boldneä.al observations has not yet been made. The duration of the contract or the time limit for execution will be 7 months, where the firm that will win this tender will win the money only by viewing.
On 26 April this year, Boldneës.al published the documents of this tender, where the Municipality of Kavaja allocated 375,000,000 leks having the state budget as a source of funding. The deadline for the completion of the works will be 7 months, while the deadline for submission of documents to the Public Procurement Agency is 13 May this year.
According to the project implementation, the road will be from Carthage (the sea coast) to the highway and the whole segment is 2.9 kilometers. It seems that the way is also being done for government officials, or officials of the Municipality of Kavaja, who have tourist resorts in this coastal area. In those documents, Rroshi has gone to the purpose of the project. According to him, Leshniqe and Darçi are two streams that have conditioned the establishment of the city of Kavaja, because the survival of a city depends on the presence of water lines. Annual floods are in the main cities of western Albania such as Vlora, Tirana and especially in Durrës and Shkodra. “Unlike Kavaja, where in the two streams occurs the whole drainage of the city. And precisely from this physical-geographic fact in the early years of the Albanian state, Kavaja was ranked as one of the contenders for the country’s capital, if not the Brilant Capital of Albania. The central position, the proximity to the sea, the ideal climate conditions and the drainage of its landscapes are irrefutable values and historically evidenced “, it was stated in those documents.
