At the end of 2015, the Serious Crimes Prosecution launched an investigation into a multi-million-euro tender developed by the Ministry of Health.
Based on a surrender filed under Serious Crimes, there was strong suspicion that the tender was organized in such a way to provide a pharmaceutical company firmly attached to the left government, the franchise for the sale of a medicine for illness heavy.
The investigation were included several senior officials of the Ministry of Health and the Tirana University Hospital Center, who were persons who had conducted the tender procedures.
The investigative group had doubts that officials close to the then Minister of Health, Ilir Beqja, were involved in corrupt actions.
After several weeks of investigation, around March 2016, the file passes to prosecutor Klodian Braho, who had only a few days transferred from Vlora Prosecution to Serious Crimes.
Confidential sources from the Serious Crimes Prosecution say several high-ranking ministry health ministers were eavesdropped in order to identify data that could help investigate suspected corruption.
In one of these wiretapping, as sources say, a conversation with Ilir Beqaj was recorded with one of his close associates, who had links to the tender under investigation.
In this conversation, always according to confidential sources, Beqaj discusses with his collaborator to “thank” the nursing test leaders, as they have announced the winner some who were the “messenger” of the minister.
To fulfill the “thanksgiving”, Beqaj urges his close associate to “get some documents” and send it to the responsible nursing test personnel. In the context of the conversation, persons from the investigative group have raised doubts that this conversation, which they claim to be true, contains corruptive actions.
According to them, the term “document” is actually “sum of money”. However, shortly after recording this phone call referring to “BN” sources, prosecutor Klodian Braho terminates the drug investigation, as it does not disclose elements of the criminal offense.
Together with the closure of the investigation, the issue of the call allegedly having a corruptive background between Minister Ilir Beqja and one of his closest associates, where he discussed the nursing test, is “closed”.
All this has been shown to the editorial staff from the Prosecutor’s Office for Serious Crimes. But in the absence of authentic documents to fully test the variant followed by media sources, “Boldnews.al” has a public question for prosecutor Klodian Braho:
