The company “3R”, which managed the Sharra landfill, did not train any 17-year-old Ardit Gjoklaj, who was found dead in the garbage heap on the morning of August 7, 2016.
The private company, with the administrator of the Socialist Party leader in Peqin, Edurim Teqja and with the blessing of the Mayor of Tirana, Erion Veliaj, has functioned in violation of the technical rules.
But, as is the case with people in the government, no one has gone to control the way this company works. Neither the Municipality of “Lali Er”, which is very sensitive to controlling ambulant salesmen on the city streets, has not exercised any control over how the company “3R” was implementing the contract with it.
No one would learn the truth of the scandalous employment by the company “3R” if, in mid-August 2016, Ardit Gjoklaj would die, crushed by a heavy waste processor.
His death was investigated by the Tirana Prosecutor’s Office. Procedural acts are provided exclusively by “Boldnews.al”. These documents prove to be entirely proven that the management company has violated all legal and technical rules in the case of Ardit Gjoklaj. But, unfortunately, the “3R” of Edurim Teqjas has not been penalized in any form whatever, despite the tragic event.
The Prosecution of Tirana has stated that Ardit Gjoklaj, although wearing a uniform of work that the employees had in this work (there were coats and gloves, work shoes), does not appear to be part of the list of workers who received the instruction.
Also, the 17-year-old is not part of the social security and health insurance payroll. Thus, Ardit Gjoklaj, not being part of the list of employees that the company “3 R” sh.pk has, automatically does not appear to be equipped with the technical security rules in the positions of work.
So, Ardit Gjoklaj has been employed in black and has not received any training on how to work in a difficult and high-risk sector for life and health. The company, apparently, did not see it reasonable to register as an employee and even more to take measures for his safety.
Due to this “neglect” of the company, Ardit Gjoklaj did not fully understand the risk of employment at the sawmill landfill. He most certainly has taken on the “3R” company after Mayor Erion Veliaj’s television enthusiasm. The latter, just a few months before the tragic death of Ardit Gjoklaj, pompously stated in the media that “I invite everyone to come and be hired here in Sharra. They will receive a social security salary. We can not turn the 4000 Tirana bins into 4,000 recycling points. We have here a recycling point where I believe that anyone who has the interest to work and get a decent salary, recruited on recycling, can do it here on this investment at the Sharra landfill. “
