From the investigations carried out, it was confirmed that a good part of these tenders was conducted with the negotiation procedure without prior announcement announcement, introducing only four companies that were ever declared winners.
Thus, the beneficiaries of the tenders are the companies “Dogel” with the administrator citizen Elidjan Laskaj, who has won two tenders, Vllaznia sh.pk. with administrator Ylber Kalaja who also won two bids in the first six months of this year as well as the Nelsa company with administrator citizen Nexhi Balla, who also benefited from two tenders from the General Directorate of Prisons.
