WITH THE BIRTH OF PRIME MINISTER EDI RAMA a dangerous history of power and money is developing these days in Tirana, when all attention is focused on Justice Reform.
History begins in 2014, when Lulëzim Basha, Tirana’s rightful mayor and Shkëlqim Cani, the left finance minister, shared the same stance, though not coordinated between them, in order not to allow the concession of waste processing in Tirana .
But between these two public persons was Carlo Bollino, an Italian-Albanian controversy, a friend of Prime Minister Edi Rama and “mediator agent” for any Italian investor who intends to expand economic expansion in Albania.
Sources close to the government say “Boldnew.al” that in mid-2014, Bollino has tried in all forms to bring the company “AGSM” in Tirana. This company expressed interest in obtaining waste processing concession in Tirana. In the philosophy of this company, the idea was “innovation” of the sorting of waste by their type. In fact, for Albania, this sort of division has never been realized, but in almost every European country, such a process is routine. So “AGSM-Verona” had nothing special about other companies. Moreover, Shkëlqim Cani was not at all dissatisfied with the realization of such a concessional agreement, as he had doubts about its economic result. Also, Mayor of that time, Lulzim Basha, refused to sign such an agreement.
A few months later, in June 2015, one of the stumbling blocks of this deal, Lulzim Basha, is dismissed by the mayor’s position, being replaced by the successor of Prime Minister Rama, Erjon Veliaj.
In February 2016, Prime Minister Rama dismissed from office Shkëlqim Canin, the second “barrier” to the concessionary agreement. To date, no one knows publicly why he left Shkëlqim Cani from his job. Naturally, finances in Albania are in a very difficult situation, but something like that is not accepted by Edi Rama. So it seems that a very strong reason has forced the prime minister to remove an experienced economist from his government. In politico-media environments, it was often argued that the reason was related to Canit’s controversy over government concession projects, which of course include the concession for waste processing in Tirana.
By listing the above moves, a financial and political puzzle is launched. And, the role of Bollino seems to be back in the strong. Through its exploits in Albania and Italy, Bollino seems to realize the concession project for Tirana’s waste. This scenario is even more convincing, as “Boldnews.al” learned that Bollino is the chief accomplice of Mayor Veliaj during his visit to Verona.
Carlo Bollino, who has been recognized for years in Tirana as a successful media editor by Edi Rama’s political victory in 2013, is presented as a powerful businessman. “Boldnews.al” has previously reported on some of its companies, as well as the businesses of elderly family members of the Albanian wife.
His challenge to engage in the urban waste processing industry could also justify his media involvement against another Italian entrepreneur in Albania, Francesco Beketi. The latter, a long-time investor in our country, has primarily involved the involvement in waste processing in Tirana.
So it seems that two Italians, with different economic powers and political support, collided with the remnants of the Albanian capital. Following this logic, so far it seems that the win is Bollino, despite the fact that Beketi has not withdrawn and is in the process of arbitration with the Albanian government after an investigation initiated against him for “money laundering”.
Bollino was part of the “shadow delegation” of mayor Veliaj in Verona and is most likely the “godfather” of Eco Tirana, created on June 22, 2016, and is a “joint venture” between the Municipality of Tirana with 51% of the shares and the Municipality of Veronas, which is represented by “HOLDING AGSM ALBANIA”, with 49% of the shares. The company “HOLDING AGSM ALBANIA” is a public company of the Municipality of Veronas, where one of the administrators is another controversial figure in Italy, Andrea Miglioranzi.
The “exit.al” portal describes Miglioranz as a “neo-fascist” from his past. According to “exit.al”, AGSM Holding’s board member and president of AMIA (one of two AGSM’s associates) is Andrea Miglioranzi, a prominent feature of Italian political and judicial chronicles. In the second half of the 90s Miglioranzi, then the exponent of the Veneto Fronte Skinheads association and the National Project leader (neo-fascist movement), was among the first convicted prisoners in Italy to incite racial hatred.
And yet, after a not too comfortable weekend with Justice, Miglioranzi is included in the electoral campaign, which is elected as mayor of Verona, Flavio Tosi. And the latter does not forget the help, placing one of the administrators of the public company “AGSM Verona”.
From all this history, it remains to be assessed whether or not the “prophecy” of the former Minister of Finance, Shkëlqim Cani, will be realized, which has warned that this concession should not be realized as it jeopardizes the finances of the Municipality.
But what is already known is that after some of the project’s “opponents” left, each in its own trench, the project was signed. Lulëzim Basha, Shkëlqim Cani and Francesko Beketi, three unrelated personalities are equally losers in the stand for this project, facing the current rulers Edi Rama, Erjon Veliaj and Carlo Bollinon.
