The Albanian government has signed a lease with an NGO called ‘URA Center’, and has handed over the latter to the famous BunkArt work, the former atomic defense bunker, which in 2014 became a tourist museum.
As the NGO ‘URA Center’ data suggests, this NGO is run by ladies Admirina Peci-demanding historian and Irma Gordani-Financiere.
Mrs. Peçi is editor in the Italian- Businessman’s Report-Albania.com media Carlo Bollino, while Mrs.Gordani has been the legal representative of Bollino’s television.
HashtagAL contacted the Ministry of Culture to receive more information regarding the contract in question, but from this ministry we were told that there was no connection with the contract.
Then we contacted the Ministry of Defense, the latter asked for time to inquire about the details of the contract without specifying whether or not the contract was related to this ministry.
Later HashtagAL contacted the NGO “URA Center”, requesting specifications on this contract for business administration of BunkArt, the NGO promised a response without a deadline.
The story of BunkArt begins in 2014 when a three-month joint project of the Ministry of Culture and Defense allocated $ 100,000 to become a tourist museum of the former atomic bunker.
The company that carried out the works at the time was ‘Spazio Eventi Albania’, this company was linked to the Italian businessman Bollino.
From January 2015 until March 2016, BunkArt was administered by the Ministry of Defense. But in March 2016, the administration has passed the NPO controlled by Bollino, ‘URA Center’.
Even the data suggests that Bollino in January-February 2016 has aggravated relations with the Rama government.
His newspaper Shqiptarja.com launched a series of offensive articles, especially for the construction of a mansion in a mansion suspected of businessman Samir Mane, Bollino also began to punish the mayor of Veliaj on the issue of business taxes.
In March, the Bollino attacks were stopped by command, even Bollino himself made an editorial at this time calling the protest at Lake Park as a hypocritical protest.
It seems that Mr.Bollino has other ideas on how civil society should be, for example, a NGO controlled by his people, ‘Bridge Center’, recently received BunkArt’s tourism business but.
it turns out that this NGO has won two other projects in the ASCS with government funds.
The transfer of BunkArt to private administration has been an operation carried out in the absence of full transparency and undisclosed by public authorities, as the law requires. No data is provided if there was a race for this contract.
In March, on the official BunkArt site on Facebook, after a year of lack of activity, started the first posts.
It was called to recruit young girls who would serve the administration of BunkArt and presented tour cost prices, with tickets ranging from 150 lek up to 500 lek.
It seems that BunkArt, from a symbol of the transformation of the atomic bunker into a tourist center, is turning into a symbol of transforming a national project into the stunt to capture media and favor media publishers like Mr. Bollino. / Hashtag /
