There are nearly one billion lek out of the state budget and the taxes of Albanians to be used by a part of the administration for airline tickets. Three line ministers have allocated hundreds of millions of Lek for airline tickets. Bold News has made an observation in the Public Procurement Agency (PPA), where it results that the Ministry of Defense, Education and Culture have opened the procedures for tenders.
Ministry of Defense
According to the document in the PPA, the Ministry of Defense has made an open procedure procurement seeking to enter into agreements with several economic operators, where not all conditions are set. The procurement object is “Purchase of air travel tickets”. This ministry has granted a limit fund of ALL 73,831,493 million without VAT, detailed for two budget years 2016 and 2017. Thus, the ministry led by Mimi Kodheli has allocated 32,059,243 ALL without VAT, made available by the state budget , for 2016.
Meanwhile, 41,772,250 new leks will be spent on 2016-2018 2017 2018 2017. The document states that the source of funding for the fund is the 2016-2017 state budget. It is learned that, after signing the contract, the winners must serve this ministry by 31.12.2017. Bid Opening will be made on April 25, 2016 at 12:00.
Ministry of Education
A few days ago, the Ministry of Education and Sports submitted a request to the Public Procurement Agency. Type of procurement procedure is “Open procedure, with framework agreement (with some economic operators where not all conditions are defined), using the electronic system”. The procurement object is “international air transport tickets for the years 2016-2017”.
The fund of the ministry run by LinditaNikolla is 9.114.000 new lek. The source of funding is the budget, and the deadline for the delivery of services is by the end of 2017. The bid submission date should be on April 7, 2016.
Ministry of Culture
The Ministry of Culture does not remain behind Education and Defense for airline tickets. In PPA was opened a tender with contracting authority exactly the institution headed by MirelaKumbaro. She asks
“Purchase of international air transport tickets” with a limit fund of 7 800 000 ALL with source of financing the state budget. The duration of the contract will be 24 months, and the deadline for receipt of documents will be 7 April.
