Prosecutor Altin Dumani, listed first on the Supreme Prosecutorial Council’s list to be part of the Special Anti-Corruption Structure (SPAK), was confirmed in office by the Independent Qualification Commission after the Vetting’s body found that he had legal sources for two apartments and an office in Tirana.
In the bleak verdict of the Independent Qualification Commission, it turns out that prosecutor Altin Dumani has created the wealth of his family’s income, as well as the allowances given by his wife’s relatives.
Altin Dumani turns out that he owns an apartment in the complex “Dinamo”, with a surface of 127 m2, received by a 2006 commission contract, worth 50 thousand euros; an office in the area near the Zoo, contracted in 2009, with a surface of 28 m2, worth 28 thousand euros; as well as another apartment, in the area of Yzberisht, with an area of 75 m2, purchased in 2015, worth 41 thousand euros.
All three of these properties have been leased by prosecutor Dumani in recent years, and he lives in the home of his wife’s parents, who, in turn, have created the property through years of income and with the help of a pastor, identified in the KPK decision with the initials G.B.
Also contributing to the construction of the subject’s wife’s parents’ home, according to his statements, were “Church funds in England”.
For the assets in his name, directly or indirectly, the subject Dumani has been assisted by his wife’s family members.
Apartment in “Dinamo” complex
Prosecutor Altin Dumani and his wife, Alketa, in 2006 ordered a 127.5m2 apartment in the area known as the “Dinamo” complex in Tirana. For this apartment, the subject has paid 50 thousand euros in installments until 2008. Family savings in the amount of 9 thousand euros, as well as a soft loan in the amount of 5 million ALL were used as a source for the purchase of this apartment.
According to the accounts carried out by the Vetting Commission, the value of this apartment is around 390 euros / m2. In the whitewashed decision, it appears that KPK had doubts about the low price at which this apartment was purchased, referring to the area where it is located.
In the 2006 Council of Ministers Instruction on average construction costs of 2006, the average sale value of apartments in the free market in Tirana was 79.165 ALL, a significantly higher price than the one with which Altin Dumani bought the apartment in complex “Dinamo”.
For this reason, the KPK requested explanations from the prosecutor. Entity Altin Dumani explained that the apartment was bought in a building built by the construction company owned by the wife’s uncle’s son.
In this way, the subject hinted that the price of the apartment is due to the special relationship that exists between his wife and the builder.
Having received this explanation, the KPK has assessed that the value of the apartment purchase by the Dumani entity should not refer to the average market price of the free market, but to those of construction.
In the same Instruction of the Council of Ministers, KPK found that the average price for construction in Tirana in 2006 was 28,860 ALL / m2, thus lower than the one ordered by the prosecutor Altin Dumani.
Sticking with this reference, that is, the cost of construction, the Veting troupe no longer had any doubts about the low purchase price of the apartment, assessing that the Dumani entity justified its purchase with legal sources.
Office near the Zoo
In May 2009, the subject Altin Dumani has contracted a service facility (office) near the Zoo area in Tirana, with a surface of 28 m2, worth 28 thousand euros.
For this property, KPK found that Dumani had sufficient resources for payment. According to the decision of the KPK, the prosecutor paid two tranches – 20,000 euros and another 8,000 euros for this property.
In the same year as the acquisition of this office, the subject Altin Dumani decided to live in the house of his wife’s parents, without rent. In the meantime, he is renting out his properties, the apartment in the ‘Dinamo’ complex and the office near the Zoo.
Apartment in Yzberisht
From 2009 onwards, the subject, Altin Dumani, has lived in a rented home with his father-in-law, while earning income from apartment and office rents. This income, as well as the other earnings from his and his wife’s employment, have enabled him to buy another apartment.
In 2015, Dumani and his wife bought a 75 m2 apartment in the area of Yzberisht. The value of this apartment is 41 thousand euros.
The Independent Qualification Commission found that prosecutor Dumani had paid the entire value of the apartment (41,000 euros), using bank deposits and savings generated over the years from rents and salaries.
So, even in the purchase of this apartment, the subject Dumani turns out to be assisted by the wife’s relatives, to whom he stayed without rent.
Father-in-law’s house
The Independent Qualification Commission has considered the wife’s parents as “related persons” to the subject because of their cohabitation. In this context, KPC has carried out verifications on the legality of the financial source that served the parents of the spouse for the construction of the house, where the subject Altin Dumani has lived for 10 years.
The Commission found that the subject of the reassessment did not state in the statement “Vetting” the apartment in use, nor the source of the creation. However, the entity has stated this property as a residential address in the annual periodic statements and in the “Vetting” statement.
Regarding this fact, the subject has been asked by the Commission, which has replied. Based on the subject’s response and written evidence, it turned out that the apartment property that the subject had in use is registered and owned on behalf of the subject’s spouse’s parents.
This property was built in 2001 and the application for legalization was made in 2005, a fact which proves the full construction of this real estate.
The subject of reassessment, based on the periodic annual declarations submitted to ILDKPKI, has been using this immovable property since 2009. The Commission also found that this property was built on the legal income of the spouse’s parents, from the contribution of the spouse. pastor G. B, as well as from church funds in England.
The whitewashed decision of the Independent Qualification Commission does not provide details on the verification actions that judicial bodies have developed on the property of “related persons” – the parents of prosecutor’s wife Dumani.
Also, no record of Pastor G.B., his relationships with his wife’s parents, his financial contribution, or of the “Churches in England” is made public.
