The Independent Qualification Commission (IQC) confirmed the duty of the President of the Administrative Court of Appeal, Kastriot Selita, marking the occasion of favoring the subjects that have best served the senior socialist governors.
Selita headed the bench, which in 2016 decided to force the President of the Republic to appoint prosecutor Bledar Valikaj, husband of the Socialist MP Ermonela Felaj.
The IQC decided that Selita would pursue the judge’s career by knocking down one or more of the 17 denunciations for Selita’s suspicious decisions as well as major questions about his property.
Kastriot Selita was part of Veting’s priority list. The draw against him jumped in December 2017, as he was dismissed as a member of the First Appointments Council in Justice.
But while not only the subjects of the priority list, but many others have completed the two stages of Vetting, the Independent Qualification Commission delayed the process for him for 16 months.
In conclusion, IQC found that Judge Kastriot Selita fulfills the conditions to pursue his duty.
IQC, during its verification, overturned, inter alia, a denunciation that was filed against Selita by a group of his fellow judges for the decision, under which Bledar Valikaj was appointed as a prosecutor.
Judge Kastriot Selita, among others, has been the presiding judge, who in 2016 decided to order the President of the Republic to appoint a “prosecutor” to Bledar Valikaj, spouse of Socialist Party deputy Ermonela Felaj.
Bledar Valikaj, a Judicial Police officer, ran for appointment in 2015, in a competition conducted by the Attorney General, based on the law of that time.
At the end of the competition, the Prosecutor General of the time, Adriatik Llalla, sent the names of the winners of the competition, including Bledar Valikaj, to the President of the Republic, Bujar Nishani.
President Nishani, based on his constitutional members, did not declare the nomination of Bledar Valikaj’s candidacy within 30 days, silently refusing his appointment as prosecutor.
Valikaj, MP of the deputy Ermonela Felaj, addresses the Administrative Court, requesting the President to express and sign his decree as a prosecutor.
By the decision of 6 February 2019, the Appellate Administrative Court trustee led by Kastriot Selita finally decided to order the President to appoint Ermonela Felaj’s spouse as a prosecutor.
