Abuses of power have no end. The head of the Municipality of Kavaja, Elvis Rroshi, who is also being investigated for decriminalization, has opened a procurement procedure for renting a rental vehicle. But the scandal in this tender is precisely its high value.
According to documents available by Bold News, Rroshi will spend a full 40 million Lek old for getting a 4X4 rental vehicle for two years.
The document states that the object of the contract is “renting the rental vehicle and the limit fund without VAT is 4.000.000 lekë”. It then follows that the duration of the contract or the time limit for execution is two months. This tender will be made on 20 May 2016.
Meanwhile, Bold News has also provided technical specifications for this tender. It is learned that a 4X4 off-road is required where the engine will be 4400 cubic meters of the V8 model. The vehicle will be left-wing and five-seat passengers. The other data is that the power is up to 240 horsepower, while the suspensions are airborne with leveling. The maximum vehicle speed should be up to 210 km / h, while the drives should be aluminum. Fuel consumption (extra urban) is 8.2 liters per 100 km and tank capacity is maximum 100 liters. The weight of the vehicle shall be at least 2,710 kg and the towage weight of 3,500 kg. In these documents it is specified that the volume of luggage should be at least 535 liters.
Meanwhile, the document goes on to say that the vehicle should be metallic black, leather seats, navigation system, rear telescope, front-back parking sensor, bimodal discharge system, electric ladder. Front and rear seats with heating, folding mirror, darkened rear windows, driver’s seat with electric memory, passenger seat. The tool, according to the documents, should have ABS braking system, 4-option terrain adapter, adaptive lanterns, xenon led lanterns, air suspension (lifting), HDC security system, aluminum disks, central locking and volumetric alarm .
These are not the details of an advertisement, but are taken from the tender documents, where it appears that Rroshi has previously found the vehicle and now only expects to pay 40 million leks to get it and move.
Bold News has made an online survey of cars with these features. It turned out that a Range Rover, manufactured in 2004 or 2006, is very modern, costing up to 15 million Lek. But, dressed up, fond of rampant luxury, has preferred to take a modern means and spend the money of Albanian taxpayers to travel comfortably.
A few days ago, the head of the Municipality of Kavaja also handed over the decriminalization form, where he wrote that he was driven out of Germany, but did not remember the reason for the deportation. Subsequently, the prosecution announced that it would verify the past of this local official, inviting all law enforcement agencies to submit information to the prosecution.
