With eight votes in favor, the KLP has appointed Abaz Muça as head of the Mati Prosecutor’s Office. The decision was made at today’s meeting of the KLP. The muse replaces Hysni Vata, who did not spend Vetting in the KPK.
KPK found problems in Vata’s property.
The administrative investigation involved an apartment of 70.9 m2 in the city of Burrel obtained through an exchange contract in 2013. According to the KPK prosecutor Vata had lived in the same city benefited by the Housing Authority in 1995.
According to the rapporteur Hamitaj, for the first apartment that served for exchange with the current apartment, Vata has paid the Housing Authority the value of 56 thousand lek. The Commission has verified the income of Prosecutor Vata and other related persons in that period, which resulted in the value of about ALL 461 thousand, while the expenses have been estimated at ALL 322 thousand.
The Commission concluded that Prosecutor Vata had legal resources for the creation of this property. Hamitaj said Vata did not complete the exchange declaration in 2013, as the contract was concluded in October of that year.
The Commission has identified another 91.34 m2 apartment in Tirana, for which Prosecutor Vata signed a commission order in 2007 for 40,500 euros, but still does not possess a certificate of ownership for the property. The rapporteur Hamitaj said that the verifications showed that so far the construction company has been liquidated 33,250 euros.
He added that prosecutor Vata has stated his, his wife’s and brother’s savings as the source of this wealth. This is because a bank deposit of ALL 4.1 million was used for the payment, which appears on behalf of the wife and brother of prosecutor Hysni Vata.
Hamitaj explained that Vata reflected this two-day deposit even in his pre-term statement in 2006, where he explained that out of 4.1 million ALL, 500,000 ALL belonged to his family, while the rest to his brother. According to the Commission, prosecutor Vata has explained that the brother has benefited from the amount deposited in Greece, but has not been able to prove their legality with official documents.
KPK verifications revealed that Vata received a loan in the amount of ALL 3 million in 2009, from which the amount of ALL 2.7 million was withdrawn. Hamitaj claimed that Vata had explained to the Commission that this loan had served to repay the debt to his brother after his savings were withdrawn from a two-day deposit when a payment was made for an apartment in Tirana.
The Commission found that this action was not explained by the entity in 2009. It also found that there were no documents showing the liability of ALL 3.6 million to the brother in 2006, 2007.
“The entity did not have legal resources for the creation of this property,” said rapporteur Lulzim Hamitaj.
