“Solomon Construction” won the first tender at the Fier Water Supply in March 2014. At that time, the company was run by Enkli Spiropali and the tender was 6.6 million new.
Shortly thereafter, the company was sold to Marjus Memushaj, Salarjon Totaj’s second cousin. Under the direction of Memushaj, Solomon acquired another 30 million more from the institution led by Salarjon Totaj, in strong suspicions of conflict of interest.
At the same time, “Solomon” results in tenders from the local customs offices of Fier and Vlora, which were under the direct dependence of Elisa Spiropali, his cousin Salarjon Totaj.
Data published in “Opendata.al” testify that at the end of 2014, “Solomon Construction” received four payments from Albanian Customs.
