Prime Minister Edi Rama attempted to remove self-responsibility for illegal removal from the office of Serious Crimes Prosecutor Besim Hajdarmataj.
Moreover, in his apology in the Parliament Hall, Rama mentioned the fact that prosecutor Hajdarmataj, who is investigating former Interior Minister Saimir Tahiri, has delayed the procedural actions for Arber Cekaj’s early arrest and quit investigations for the latter.
Arbër Çekaj is suspected of being involved in 613 kg of cocaine traffic, which was caught in Durres in February. Meanwhile, he had doubts that he was also involved in a consignment of about 90 kg of cocaine caught in Ecuador in banana containers ordered by Cekaj company Arbi Garden. Precisely for this case, Edi Rama accused the prosecutor Besim Hajdarmataj of not having conducted investigations.
But, in fact, the truth is a lot different. The 2015 investigation continues to be still open. The file of that time has neither been suspended nor rested. The prosecutor who is following this investigation of 2015 is Ols Cela, but that Prime Minister Edi Rama cares not to mention the name.
The reasons are explained below:
During the mandate of the former chief prosecutor, Ina Rama, prosecutor Ols Cela was the head of the Serious Crimes Prosecution. During his conduct, the prosecution’s investigative activity marked a significant reduction in productivity.
But he was elected to this position for some extra legal reasons.
First, he had a friendly relationship with Chief Prosecutor Ina Rama. Chief Ina Prosecutor, elected with the full support of former Prime Minister Sali Berisha, soon lost his support. Soon, the Socialists in opposition to Edi Rama found themselves on their side. The former Chief Prosecutor, in return for this support, organized the structure in order to secure support for the Socialists.
Ols Cela was the right choice for running the Prosecution for Serious Crimes. In addition to the links with Ina Rama, Çela is also familiar with Gramoz Ruçin, who at that time was the Socialist Party’s number two. Also, Çela is known as a close social relation with Alket Hussein, one of the most trusted people of Edi Rama, the head of the Socialist Party and currently a deputy of this political force and under investigation by the Serious Crimes Prosecution for Corruption and Alienation of Property in the Vlora coastline.
The Democratic Party has denounced more than once the Çela-Hyseni link. With the arrival of Adriatik Llalla, in December 2012, Ols Celina moved from the post of Serious Crimes leader.
However, at first, he appears to have shown that he could serve for the Socialists who came to power in the summer of 2013. In January 2014, a Serious Crimes Prosecution operation, directed by German authorities , discovered the most sophisticated cocaine processing laboratory in Albania, located in the Xibraka area.
This operation marked the first clash between the Prosecution and the government. There was strong suspicion that the laboratory had been set up and operated with the support of state and police structures. Even the right-wing opposition publicly denounced that behind this laboratory was hiding the prime minister’s brother, Olsi Rama.
The arrested were all former communist-era suicide bushes, converted to socialists. Following the arrest of the persons involved, the investigation was attended by prosecutor Ols Cela. The offenses they were charged for were narcotics trafficking. In no case was the verification of the possible links of the prime minister’s brother to the “Xibraka” group.
In 2015, Ols Cela is charged with investigating the case of the detection of 90 kg of cocaine in the containers of “Arbi Garden” in Ecuador. But until today, over two and a half years, the prosecutor continues to have issues under investigation without reaching a conclusion.
