The Chief Inspector of Asset Declaration, Shkëlqim Ganaj, since taking office in 2014, turns out to be a regular attendee, together with the family of airlines.
Shkëlqim Ganaj is a senior state official, but his salary is not so high that he can easily afford the costs of air travel. He has moved frequently outside of Albania during the period leading to the High Inspectorate of Declaration and Audit of Assets. Boldnews.al is only publishing data on his private moves, in which he has been associated with his family, his wife and two children.
In the last three years, it turns out that the Ganaj family flew on round trips at least 10 times with the Austrian airline, four times with the German “Luthansa” airline and three times with the Turkish airline Turkish Airlines.
“Boldnews.al” has exclusively provided documents proving that the Chief Inspector of Asset Declaration has a great passion for traveling abroad. Of course, these trips also have their costs which are calculated only for tickets, according to the standard prices of these airline companies.
A round trip ticket with the Austrian Airlines airline varies between 250 and 350 euros per person, at best. So just for a trip with this line, Shkëlqim Ganaj and his family, in total 4 people, should have spent an approximate value of around 1000-1400 euros.
From the data provided by “Boldnews.al” that the Ganaj family has traveled about 10 times with this line. So, the total price of travel tickets only for this line in the last 3 years amounts to about 14,000-15,000 thousand euros. But for many who have traveled with “Austrian Airlines”, he is aware of the fact that the Vienna airport serves mostly as a transit point for other countries. So it is not excluded that the Ganaj family has traveled from Vienna to somewhere else, and of course, the cost of the ticket should be much higher.
Also, the Ganaj family has traveled at least three times with the “Luthansa” airline. In Albania, the fare of a round-trip ticket to this airline company varies, in the best case, 350-500 euros per person. In the case of Ganaj, who has traveled with the family, for a total of 4 people, the payment for a trip to Luthansa ranges from 1400-2000 euros. So, in total, in the last three years, it is thought to have spent 5000-6000 euros only for plane tickets with Luthansan.
In all three travel cases with the German airline, the previous destination was Munich. Even the airport in this city serves, mostly as a transit point for another country. But this data can only be obtained from the stamps in the passport of Chief Inspector Shkëlqim Ganaj and his family members.
It also turns out that in the last two years, the Ganaj family traveled for a one-month holiday to Turkey in August 2016 and 2017, with the Turkish Airlines airline. The price of a one-way ticket with this company varies, especially for the vacation period of 200-300 euros. So for these trips, the Ganaj family may have spent about 2500 euros only on plane tickets.
But the “history” of Ganaj’s trips outside of Albania does not end there. In 2014 it turns out that at least 5 times he has landed from our country on the land with the personal vehicle of a citizen who is a driver of a Supreme Court judge.
In the May-August 2014, Shkëlqim Ganaj has decided not to fall in the eye on his travels and has emerged from the border point of Muriqan and Qafë Botës with the vehicle of citizen A.Z.
Between Shkëlqim Ganaj and A.Z. there is no close connection, apart from the proximity of the buildings where these two people work. It is of interest to see how the control of the HNESTP of Ganaj will be conducted in the frame of Vetting of the Supreme Court judge, whose driver has been very generous with the Assets Chief Inspector.
By analogy, this interaction of Ganaj with the driver of a control entity is similar to the co-operation of a prosecutor or judge with the defendant’s driver. Is there a conflict of interest? Is there impartiality in the investigative and investigative actions?
Shkëlqim Ganaj seems to be very necessary to realize the full transparency of spending and communications with different persons, such as in the case of the High Court driver, to remove any shadow of doubt on his integrity and personality. The lawmaker has assigned the institution that runs Shkëlqim Ganaj the important task of contributing to the cleansing of the justice system. First, he must demonstrate transparency for his actions, so that all his work is not questioned.
