A gloomy tender is suspected of being predetermined by the Council of Ministers. The National Agency for Information Society has made procurement procedures “increasing physical and digital security in secondary schools, building a multi-dimensional communication platform”.
Eight companies have participated in this tender, but only one of them has submitted an offer! It seems these procedures have been predetermined, as there is no possibility that the participating firms in the race have submitted a white envelope to the Bid Evaluation Commission.
It is learned that the winner has received almost ALL 4 billion, to be awarded for “FIRST” shpk& “ABS” shpk& “Infosoft Systems”. Other firms appear to have not submitted an offer, as in documents available to Boldnews it turns out that “there is no economic offer”. Other firms have filed a trade register extract.
It is learned that the beneficiary is the Ministry of Education and Sports. “The latest project implemented by the Ministry of Education has aimed at modernizing and digitizing the education system by realizing the establishment of 120 interactive classes in 60 schools of secondary education distributed throughout the territory of the republic of Albania; supplying laptop computers for use in teaching through the e-Learning Platform; the school equipment with Tablets for use in the Registered Platform inside and outside the lab classes. As a result, in secondary schools there are already facilities for teaching according to the standards set by technology development and its access to the learning process, “reads these documents.
Winner Notice
According to them, schools are where our children need to feel safe. The school is where they learn about themselves and the world around them. Unfortunately, in the last decade some criminal events and other indications have shown that safety in schools is not at the level that teachers, students and parents would like to be. Security Camera Surveillance Systems (CTVs) can play their part in meeting expectations to keep schools safe as they are supposed to be. Attention should also be paid to the individual’s right to reasonable privacy and to avoid interfering monitoring in the work of teachers and students for whatever reason. Specifically, CTV technologies should not be placed in classes to collect data for performance management purposes or teaching procedures.
Equally unacceptable is the use of cameras especially in sensitive areas such as meeting rooms, dressing rooms and toilets. The balance of supervision on school premises should clearly be somewhere between the two extremes: not usurping supervision and oversight. CTV systems in schools enable increased security in three ways: Prevention, Detection, Student Psychology. Access Control Systems, Fire Protection and unauthorized access, which today are totally missing in public schools, would add to the security that CTV systems bring.

The overall objective of this project is to increase the physical and digital security in schools of secondary education, construction of multidimensional communication platform. The main purpose of the project is to increase the quality of teaching by increasing the presence of the contribution of information technology in secondary schools.
The data center and control center services are located in Tirana, near the NAIS. The camera systems, the entrance control, the alarm system are distributed in 60 schools across the country.
