Tirana’s police could not arrest the director of the capital’s water supply, following an arrest warrant issued by the Fier Prosecutor’s Office, suspecting that he committed the criminal offense of “Clearing Products of Criminal Offense” and “Forging Documents”.
Although the arrest measure against Qerem Braç was taken in absentia and, theoretically, it should have been secret, the operation to ban it seems to have been overrun. While Tirana police stated that they were trying to find him, it seems that Brac has “found” them before. A lawyer looking for a job, Qerem Braçi, contacted the police, asking him for information on this arrest warrant for his client. So it is obvious that Brac has had the necessary information and could have left, hiding.
Qerem Braçi, together with some officials of Levan Administrative Unit, in Fier, are accused of alienating a public property of about 10,000 square meters, registering on behalf of Braç, who previously held the post of deputy mayor of the former municipality Levan.
After the melting of the municipalities, Qerem Braçi was appointed head of the Tirana Water Supply Company, after Erjon Veliaj arrived in the direction of the Municipality of the capital.
On Thursday morning, police reported telegraphically for the arrest of the head of the Levan Administrative Unit, Xheladin Malaj, as well as officials Shefqet Hyka, Zaim Tafa and Ilia Marku. Police also officially announces that QB was declared wanted, former vice-president of Levan municipality. These people, according to police reports, are suspected of “document forgery” and “abuse of office”.
Shortly after this announcement, the Fier Prosecution gives public details of the reasons for the arrest, as well as identifies the person given by the police. He is Qerem Braçi, who is currently one of Erjon Veliaj’s close associates in Tirana.
It is unknown whether this fact has “helped” Brac to learn about the arrest warrant against him, as well as escape the police shackles. The fact is that Brac was not found by the blue forces during Wednesday afternoon and Friday morning, despite the fact that he had been on duty throughout the entire hours.
The Fier Prosecution, in the presentation of the case in the media, explains that it has begun the investigation based on the referral of the District Police Directorate, on the denunciation of the private company administrator “G … .C … Constructions”. This company had won in 2009 the right to use the gravel area in the village of Shtyllas of the former Levan municipality. In function of the activity, the company was provided with the environmental permit and environmental permit by the relevant central authorities.
In 2015, the company’s administrator denounces former mayor Xheladin Malaj, claiming that the latter hindered him from exercising his activity. According to the tellers, at the order of the Mayor of the Municipality, its officials exerted pressure on the employees as well as dispose of the area’s waste on the surface where his company worked.
From the investigation into this case it turned out that in 2014, the former Levan municipality has filed criminal charges against the company “G … C … Constructions” for the criminal offenses of “Illegal Construction” and “Land Invasion”. In the denunciation of the former municipality it was alleged that the company was operating in an area owned by the municipality and had illegally intervened in a village street. In the framework of that investigation, the necessary materials were administered, from which it resulted that the company had regular documentation and the road, which allegedly had unlawful interference, was part of the exploitation permit foreseen for road maintenance. For this reason, that inquiry was terminated.
But after the Fier Prosecution’s investigation was discontinued, the former Levan municipality, by decision of its Council, grants the ownership of the land on which the private company, Qerem Braçi. In this way, he also suspends the activity of the company “G … C … Konstruksion”, claiming to be active in the private land of Qerem Braç.
The latter, as it resulted during the investigation, has benefited the land surface through forged documents, which are “legalized” by former mayor Levan, Xheladin Malaj, based on fictive measurements made by former officials and former -opographers of the former Levan commune, citizen Shefqet Hyka, Zaim Tafa and Ilia Marku.
