On the evening of September 19th, 2014, the owner of the Ble-Alb area, near Lake Ohrid in Pogradec, is urgently called by his staff. In the restaurant some “big” came from Tirana and urged him urgently.
Accustomed to these “unexpected” visits by leaders from the capital, he has asked the cooks to prepare something good for them while approaching themselves to listen to their demands.
As soon as he entered the premises, he met with Dallendyshe Bicin, Chief Inspector of the National Territorial Defense Inspectorate (IKMT), Head of Operations at this facility, Fatmir Meta, as well as citizen Ergys Hoxha, an employee of the Ministry of Interior. The conversation started immediately irritated, in which officials told the owner of the premises that the premises would be broken the next morning and he should take his measures. Located under a pressure of the moment, the landlord has tried to explain that he is endowed with relevant permission from state authorities. Also, he has tried to explain that the value of the premises is about 1m euros and can not be broken “in a word word” and without any documents.
This issue is already part of the trial at the Pogradec court, where the Prosecution charges two senior executives of IKMT, Bicin and Meta, that they have abused their duty in the event of the demolition of the “Ble-Alb” premises. The prosecution does not seem to have dismissed the role of the Interior Ministry employee, Ergys Hoxha, as he is only mentioned in the request for trial, which is available entirely by “Boldnews.al”.

“On 19.09.2014, around 19.00, Mrs. Dallëndyshe Bici, Director of the National Urban Construction Inspectorate, Mr. Fatmir Meta, director of the operational unit at INUK, and Mr Ergys Hoxha, employees at the Ministry of Internal Affairs , who called me to one of the local tables and told me, “The cafe will be broken, so make sure it’s free.” I told them that I had a regular permit and had all the construction documentation presented to them, but they did not consider it. I was asked to give me a written document about their claims and they communicated to me that on 20.09.2014, the object would be broken, did not give me any kind of document or decision to demolish. On September 20, 2014, around 7:00 am, the three employees mentioned, together with some workers, who did not know them, equipped with motorized work tools, came to my premises and told me to leave, as he would be broken. I insisted that they get acquainted with the documentation I had available, as well as make available to me a written document for demolishing the facility. I also insisted on holding an ascertainment by them about the state of the object, to ascertain whether or not there was a violation of the permits granted for its construction and exploitation, but INUK employees refused to make an action such. They ordered the workers to destroy the facility, destruction which started immediately, until the facility was completely flattened.
