The “Launch Initiative” has brought to light a financial scandal of the Municipality of Tirana that goes up to 93.3 million lekë, which has been thrown to a non-registered company in NRC called “New Generation”. This company is of a passive status and results based on documents available from the “Launching Initiative” that there are outstanding liabilities in the Tax Directory.
The Municipality of Tirana has made two payments to the account of the company “New Generation”, a 14. 9 million lek and another 78.4 million lek. Both of these payments refer to a contract that the Municipality has made with this company on dt. 04.12 2015 for the implementation of a Cultural Project called “Civic Holidays”, which is headed by mayor ErionVeliaj.
The data have been taken from the General Tax Directorate (pictured) and it turns out that the company in question has passive status since 2009 until the moment we speak, and is under the status of “forced collection of liabilities” practically it should be under sequestration for non-payment of tax liabilities to the state. Also this company did not complete any documentation at NRC (attached photo) invalidating its extract for use in public institutions.
The Law on Public Procurement and bylaws or any other law referring to the way procurement is procured through budgetfunds prohibits categorically the inclusion in tenders, projects etc. of companies that have not paid the tax obligations towards the state even more when these companies have passive status for several years as well as when they did not complete the registration at NRC. This constitutes a criminal offense.

On the other hand, it is odd how this company continues to have passive status in the tax system despite being funded with our money a few months ago. This too is a criminal offense.
Who is the company in question? From a research we have made this company, it turns out that he has printed the electoral banners of the ErionVeliajt campaign for mayor. Although it has developed its activity it results passive for the tax system, which leads to the suspicion that it has made fiscal evasion throughout the development period of its activity. Meanwhile there is no public announcement that the Municipality of Tirana has developed any project called “Civic Holidays”. No announcement has been made for this type of project on the official website of the municipality or the media as there has been no publication in the official bulletin of the PPA for any procurement that refers to the project in question.
In summary, the Municipality which is unable to tolerate the spinach or trampling soldier who breaks out of the apartment buildings to survive is not restrained from illegally financing with 93 million leke a company that does not pay tax obligations and does not fulfill legal obligations for its registration at NRC. It increases taxes to all businesses in Tirana to disturb public funds in unlawful procedures.
We will officially turn to the General Prosecutor’s Office and the Supreme State Audit to ask you to conduct a detailed investigation of this financial scandal and to bring to justice all the persons involved.
